Dr. Albert H. Mitchell, PhD- President/ CEO
Dr. Mitchell has nearly three decades of engineering and consulting experience.  His background includes construction management, occupational health and safety consulting, environmental consulting, and process improvement consulting.  Dr. Mitchell holds a bachelor’s degree in Mechanical Engineering from Southern University A&M College and both a master’s and doctoral degree in Industrial Engineering from Louisiana State University.  He has worked for Fortune 500 companies as an Industrial Engineer, Manufacturing Engineer, and Safety Engineer before starting ES Squared LLC in 2008.  Dr. Mitchell has grown ES Squared LLC to a successful federal contractor with various agency clients such as: Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Bureau of Engraving and Printing (BEP), U.S. Customs and Border Protection (CBP), U.S. Marine Corp (DoD), Federal Aviation Administration (FAA), Federal Aviation Administration (FEMA), U.S. Food and Drug Administration (FDA), and U.S. General Services Administration (GSA).

Oscar R. Mitchell- CTO and Director of Operations
A serial entrepreneur who has founded several technology-related startups in the Central Texas area. They have ranged from being the first company to enable the development of IEEE-1394 (a.k.a Firewire, iLink and DTV-Link) based consumer electronics products, to the Winter Consumer Electronics Show’s (CES) Design Innovation Award winning digital imaging and photography products, to the development of the world’s only Single chip (ASIC) completely autonomous SSL/TLS Security and TCP/IP Networking Processing and Offload device. Mr. Mitchell leads all internal and external technology efforts for ES Squared LLC.

Roger McKenzie Bartlette- Director of Business Development
Mr. Barlette is a nationally respected construction executive and small business advocate with more than 25 years of experience delivering critical infrastructure across federal, municipal, and private sectors. Before joining ES Squared LLC, as Mr. Barlette was the President of Affordable Concrete LLC, a certified 8(a) and DBE firm, where he led large-scale civil and structural projects for clients including the U.S. Army Corps of Engineers, Denver International Airport, RTD Light Rail, and GSA. A leading voice in infrastructure policy, Roger chairs the Small Business Committee for AGC of America’s Federal & Heavy Division, serves on multiple Colorado Chamber of Commerce committees, and advises initiatives that promote workforce equity and career pathways for women and underserved youth. His work at the intersection of construction delivery, policy, and workforce development has established him as a trusted partner in national discussions on infrastructure modernization and inclusive contracting.

Rexal B. Heidelberg- Director of Construction Services
Mr. Heidelberg is a seasoned construction and facilities management professional with nearly three decades of experience leading complex federal and commercial projects nationwide. He oversees facility maintenance, safety, estimating, and day-to-day project execution across the United States, with a portfolio that includes major projects for the U.S. Army Corps of Engineers, the National Park Service, and the U.S. Air Force. His expertise spans heavy civil construction, erosion control, HVAC replacement, asbestos abatement, demolition, and infrastructure rehabilitation, supported by state contractor licenses in Mississippi and Louisiana, a Class A CDL, and multiple technical certifications. His career reflects deep hands-on leadership in delivering mission-critical projects safely, on time, and in compliance with stringent federal standards.

Bertram Rogers Sr., CWB- Director of Environmental Services
Mr. Rogers is a senior natural resources professional with more than 23 years of experience as a conservation practitioner, scientist, and program leader across federal agencies and private environmental consulting firms, specializing in NEPA compliance, wetlands, threatened and endangered species, cultural resources, and landscape-scale conservation. He holds a Bachelor of Science in Wildlife Biology from Grambling State University and is enrolled in a Master of Science program in Environmental Management at the University of Denver, with a concentration in NEPA, and is a Certified Wildlife Biologist® and National Park Scholar. His career includes leadership roles at ES Squared, LLC; EJES Inc.; Terracon; Enercon Services; DIPS Environmental; and the U.S. Fish and Wildlife Service, where he managed large, complex natural resource programs, regulatory compliance efforts (ESA, CWA Section 404, NEPA, NHPA, FERC), interdisciplinary technical teams, and stakeholder partnerships across multiple states and regions. Mr. Rogers has extensive experience in conservation planning, biological monitoring, ecosystem services, climate adaptation, and regulatory permitting, has authored white papers and professional works on climate change and natural resource management, and remains actively engaged in the profession through The Wildlife Society’s Climate Change and Wildlife Working Group.
